Abstract
Reviews existing systems of control over the full range of types of development including construction projects, dredging, disposal at sea, moorings, fish farms, oil and gas exploration and production, and seabed pipelines and cables. It identifies potential gaps and weaknesses in these systems, as well as their strengths, and puts forward proposals for discussion.
