Abstract
Outlines the purpose of the planning system; indicates how planning can contribute to the Executive's wider objectives; sets out the main tasks for development planning and development control; identifies the Executive's expectations for an efficient and effective planning service; and specifies the performance targets that the Executive and planning authorities should aim to meet in carrying out their statutory responsibilities.

Completely superseded by Scottish planning policy (Scottish Government, 2010). Superseded by Scottish planning policy (Scottish Government, 2008). Replaces NPPG 1: Planning system, published 2000. SPP 1 is the first in a new series of planning policy documents, which will gradually update all NPPGs. Paragraph 65 superseded by paragraphs 24 - 27 of SEDD Circular 05/2007: Notification of planning applications (SEDD, 2007).
