The statement sets out some of the key actions for implementation. These are: Joining up services; building knowledge and expertise; improving services; raising skills; charting progress and planning for change. This document should be seen as work in progress, with an aim to publish an annual report from 2004/5, which will monitor progress of implementing the Statement.
