Abstract

Updates and supersedes the advice on good practice in the assessment of housing land requirements contained in PAN 38 Structure Plans: Housing Land Requirements published in 1996. Its purpose is to promote greater consistency and transparency in method. Also seeks to encourage the public and private sectors to develop a more consensual long-term view of housing land provision and work together in determining both the scale of the requirement for new housing and the location of future housing development.
