Abstract

Seeks views on the need for new arrangements to ensure that the conditions attached to planning permission for the extraction of minerals (including opencast coal) are more effectively monitored and enforced by planning authorities. It considers a number of possible options for new charging regimes and identifies the Executive’s preferred option for securing improvements to existing arrangements.
