Abstract
Aims to prevent further development which would have a significant probability of being affected by flooding or which would increase the probability of flooding elsewhere. The Scottish Executive's National Flooding Framework addresses the problems of flooding through 4 areas of action: awareness, assistance, avoidance and alleviation. This SPP is a key part of the avoidance theme and has an important role to play in alleviation.
