Abstract
Seeks comments on a draft of a new Planning policy statement (PPS) 12: local development frameworks. This PPS will replace Planning policy guidance note 12: development plans (PPG12), except that PPG12 will remain in operation for development plans still being prepared under the 1999 Development Plan Regulations. In line with the distinction made in the Planning Green Paper between policy and guidance, PPS12 focuses on procedural policy on what 'should' happen in preparing local development documents.
