Abstract
In many countries the use of economic instruments, such as taxes, charges, deposit and refund schemes and subsidies makes a positive contribution to improving the efficiency and effectiveness of environmental policy. A number of such instruments as been in operation in Ireland for some time but their use is not widespread. Ireland has traditionally levied high taxes on mineral oils and on cars. However, there is considerable scope to reform the Irish fiscal system to address the key environmental challenges facing Ireland, to meet international obligations and to apply more fully the polluter pays principle.
