Abstract
Discusses principles of Achieving excellence strategy. Explains how to manage costs throughout the life of a facility. The focus is on whole-life costs (the cost of design and construction, the long-term operational and maintenance costs and the costs associated with disposal). Describes a process made up of a framework for cost management, establishing expected operational costs of the asset, estimating whole-life costs, and reporting.
