Abstract
The social impacts of the growth in aviation represent a tough dilemma for Government. The cheap fares, made possible by the substantial tax concessions received by the aviation industry each year, work against the interests of the poorest in society who suffer the most from aircraft pollution and surface transport around airports. The Government’s main concerns in forming a progressive transport policy should be to prioritise modes of transport that are most likely to have a beneficial impact on social inclusion. With this objective in mind the Government should re-direct its fiscal support in the transport sector away from aviation and towards basic transport provision such as buses and railways.
