Undermining the land based economy - the effects of a permissive planning policy on farm diversification

Abstract
Response to the Office of the Deputy Prime Minister on the draft Planning Policy Statement 7. They warn that the unrestrained pro-diversification approach taken in draft PPS7 towards farm diversification is bad for both the countryside and urban areas. It will undermine objectives of urban regeneration, sustainable transport and fostering the land-based economy such as local foods, woodland products and green tourism. Encouraging farmers to diversify is a cheap way for the Government to help boost farmers’ incomes. However a planning policy which encourages diversification away from agriculture rather than one based on agriculture must be seriously questioned. This paper is designed to explore the implications and spark debate on this policy direction which hitherto has been largely unchallenged.
