Abstract
Sets out best practice in a number of technical issues which has evolved from lessons learnt from the first PFI schemes in the NHS. This section should be read from the initial stages of the development of a scheme, when the Strategic Outline Case and Outline Business Case for schemes are being drawn up. In particular the sections on risk allocation and evaluation, the Public Sector Comparator and transfers of surplus land are relevant from when proposals for a scheme are first being assessed. The remaining sections should also be considered before a scheme is advertised and should be taken into account when drafting the Invitation To Negotiate for the scheme.
