Abstract
To invite comment on proposals to amend procedures contained in Part VA of the Highways Act 1980 for the environmental impact assessment of projects for the construction or improvement of highways with regard to public participation and access to justice.

Consultation closed on 14 December 2006. No longer applicable as draft legislation superseded by Highways (environmental impact assessment) regulations 2007, SI 2007/1062.
