Abstract
Sets out for consultation the Government's proposals for a new system of planning obligations in England. This document is concerned exclusively with how planning obligations would operate if a planning-gain supplement was introduced.

No longer applicable as Government decided to implement a Community Infrastructure Levy instead of planning-gain supplement. Consultation closed on 28 February 2007.
