Abstract
Invites views on proposals to reform the consents system for works and fencing on common land. It also proposes to reform the consents system for exchanging common land for equivalent land, and the possibility of charging for applications for both of these consents. The proposals are among the first steps towards implementing the Commons Act 2006 in England.
