Abstract
Describes a study of the costs incurred, and attitudes held, by duty holders in complying with the Construction (Design and Management) Regulations 1994 (CDM 94). Compiles data relating to their perceived problems and successes, and other factors potentially influencing health and safety in construction. Provides a baseline for future evaluation of the costs and effectiveness of the revisions to CDM implemented in April 2007.
