Abstract
Puts forward the idea of Planning Performance Agreements (formerly Planning Delivery Agreements) between developers and local planning authorities, designed to give applicants more certainty about the time-scale and requirements for processing large scale major applications. It invites comment on the principles on which such Agreements would be based, defines the types of application for which a Performance Agreement should be available, and describes the suggested arrangements (more detailed guidance will be issued later). A draft Regulatory Impact Assessment is included.
