Demonstrates how Lincolnshire County Council entered into a framework agreement to deliver £23.6 million of coastal access improvement works, and how the programme achieved cost savings. Considers the achievements and benefits, project background, principles and objectives, successes, and the upfront consultation. Also discusses the issues encountered with the geology, ecology and archaeology of the site.
