Abstract
Proposes how the arrangements for showing compliance might be streamlined through simplification and better co-ordination of the requirements to carry out CO2 emission rate calculations, thus reducing the burdens on building control bodies, building owners and those carrying out building work. Concerns the requirement to demonstrate that the actual-as-built emission rate does not exceed the target emission rate for the building concerned, and the requirement to provide an energy performance certificate (EPC) for all new buildings.
