Abstract
When first introduced, the 1989 Construction Products Directive (CPD) aimed to remove technical trade barriers through a comprehensive system of assessing and labelling construction products, the CE mark. The directive was implemented into UK law through the Construction products regulations 1991 (SI 1991/1620). Four Member States, including the UK, are still using a voluntary basis for CE marking. The European Commission is now proposing changes to the Construction products regulations, to ensure CE marking is accepted as mandatory and to introduce a basic works requirement (BWR) for sustainable use of natural resources. The initial impact assessment offered the government's preferred option, this final impact assessment reveals the new preferred option and the reasons for this decision change are presented.
