Abstract
Examines how CABE's enabling service has supported London Borough of Waltham Forest Council in its Building Schools for the Future (BSF) programme. The enabling service offers public sector clients free advice from experienced built environment professionals at the start of the design process, supporting them to achieve better value through good design.

Now defunct, the Commission for Architecture and the Built Environment was the government's advisor on architecture, urban design and public space. They replaced the Royal Fine Art Commission in 1999. In April 2011, the Design Council and CABE joined to become one organisation.
