Abstract
Seeks views on implementation of a local highway authority lane rental scheme which will allow daily fees to be charged for Utility and other transport services street works that are carried out at busy periods. The strategy comprises statutory duties for the undertakers, statutory powers for highway authorities, financial incentives and other non-regulatory measures. Local authorities will still need to apply to the Secretary of State to operate a lane rental scheme, this guidance establishes the guidelines and framework to be used for developing such schemes.
