Outlines an appraisal process to determine when road restraint systems are appropriate to use on the Local Authority road network, considering risk assessment factors, alternative solutions, feasibility, costs and funding.

HA DMRB TD 19 (DMRB 2.2.8) is the standard applicable for trunk roads and motorways; this guidance does not replace it but offers alternatives to the Road Restraint Risk Assessment Process (RRRAP) used.
