Abstract
Provides a comprehensive framework to guide local authorities in preparing development plans and proposals for retail sites. Objectives include: the promotion of town centre vitality, securing competiveness by enabling good quality retail development proposals in suitable locations, increasing access to retail by public transport, cycling and walking, and delivering quality urban design outcomes.
