Abstract
Presents an interim statement comprising the basis for a more detailed examination of the pressures facing England - on key environmental, economic and social issues facing the country. Argues that England's development model needs to be fundamentally reconsidered if greater economic 'balance' and social equity are to be delivered. Highlights several themes which policy-makers will have to address: climate change; uneven concentration of economic, political and cultural activity which is mainly based around London and the Greater South East; social polarisation leading to unplanned population movements, with significant consequences for 'receiving communities'; and the lack of an effective regional framework to deal with the pressing issues of housing and climate change.
