Abstract
This guidance is intended to expand and supplement the advice already provided in the NRA’s Guidelines for the treatment of noise and vibration in national road schemes (2004). The guidance has been reviewed to evaluate the effectiveness of noise mitigation measures, and to identify good practice and potential deficiencies in current practice, as well as providing advice on good practice in the planning of national road development proposals.

The National Roads Authority's (NRA) primary function, under the Roads Act 1993, was to secure the provision of a safe and efficient network of National roads. They were responsible for the planning and supervision of construction and maintenance, publishing the NRA DMRB and NRA MCDRW. In 2016 the NRA merged with the Railway Procurement Agency (RPA) to form a new organisation, Transport Infrastructure Ireland (TII).
