Abstract
Sets out planning policy for assessing proposals for Enabling Development in support of the re-use, restoration or refurbishment of heritage assets such as historic buildings, scheduled monuments, industrial heritage and historic parks, gardens and demesnes. Provides a policy to maintain and enhance the standard of a wide range of community facilities in Northern Ireland including cultural, educational, social, health, built heritage and leisure facilities and the restoration and creation of wildlife habitat.

Will be cancelled by Strategic planning policy statement for Northern Ireland (SPPS) - planning for sustainable development (DOENI, 2015) when all eleven councils have adopted a new Plan Strategy for the whole of their council area.
