Abstract
Provides some generic conceptual ideas to stimulate designer thinking about reducing future risks to operatives where maintenance cannot be avoided. Covers outcomes, implementation and timing, actions required, costs, disbenefits, departures from standards and methods of hazard elimination and reduction.

Superseded by GD 304 Designing health and safety into maintenance (HE, 2019). Supersedes HA IAN 69/14. Interim Advice Notes (IANs) are issued by the Highways England from time to time. They contain specific Guidance, which shall only be used in connection with works on motorways and trunk roads in England, subject to any specific implementation instructions contained within an IAN. Whilst IANs must be read in conjunction with the Design Manual for Roads and Bridges (DMRB) and Manual of Contract Documents for Highway Works (MCHW) for the above works, and may incorporate amendments or additions to documents in these manuals, they are not part of the DMRB or MCHW. This update complies with the EU Construction Product Directive and provides additional guidance in support of the "Repair and maintenance strategy statement". IAN 69/15 has been issued to reflect the updated Construction (Design and management) regulations 2015 and the organisation name change to Highways England.
