Abstract

Presents a set of guidelines for involving the public in planning issues and ensuring consultation is as effective as possible, to ensure that a community has had full opportunity to express their views. Sets out three themes: public involvement issues; enablers; and standards. These cover issues such as using terminology correctly, community engagement particularly with hard to reach groups, selecting appropriate dialogue methods, e-consultation, resources and budgets, training for better engagement and consultation, as well as the standards an effective community consultation is expected to reach e.g. has integrity, is visible, is accessible, is transparent, and has full disclosure.
