Abstract
Findings of an independent review of the methodologies used to determine 'objectively assessed need' for housing as required by national planning policy. Argues that national planning guidance to identify housing need and then meet that need in full is leading to inaccurate and unreliable housing assessments being produced by local authorities and subsequent loss of greenfield, low building rates and missed housing targets.
