Explains the requirements of the 2012 regulations and directive and subsequent amendments, covering how they work in practice, applying the regulations, the responsibilities for sellers, landlords, building owners and occupiers, builders and their agents and the role of enforcement agencies to make sure responsibilities are met.

This document is part of a suite of documents explaining the requirement for energy performance certificates (EPCs), display energy certificates (DECs) and air conditioning inspection reports under the Energy performance of buildings (England and Wales) regulations 2012. Buildings in Northern Ireland and Scotland are subject to separate regulatory requirements and are not covered by or referred to in this guidance.
