Abstract

Sets out national planning policies which reflect Scottish Ministers' priorities for operation of the planning system and for the development and use of land. The Scottish Planning Policy (SPP) promotes consistency in the application of policy across Scotland whilst allowing sufficient flexibility to reflect local circumstances. Directly relates to: the preparation of development plans; the design of development, from initial concept through to delivery; and the determination of planning applications and appeals.

Document History

Superseded by National planning framework 4 (Scottish Goernment, 2023). Supersedes Scottish planning policy (Scottish Government, 2014) as a result of changes to paragraphs 28, 29,30, 32, 33 and 125. Also supersedes Scottish planning policy (Scottish Government, 2010) and Designing places - a policy statement for Scotland (Scottish Executive, 2001). Partially supersedes Scotland's zero waste plan (Scottish Government, 2010), specifically Annex B - see pages 41-44 of Scottish Planning Policy for replacement. Related to the following: Draft advice on net economic benefit and planning (Scottish Government, 2016); Ambition, opportunity, place - Scotland's third national planning framework (also known as NPF3) (Scottish Government, 2014); Creating places - a policy statement on architecture and place for Scotland (Scottish Government, 2013); Designing streets: a policy statement for Scotland (Scottish Government, 2010) and the series of Scottish Government circulars.
