Abstract
Sets out the Government's Standard assessment procedure (SAP) used for assessing the energy performance of dwellings. Uses the following indicators: fabric energy efficiency (FEE), energy cost rating (the SAP rating), carbon dioxide emissions and primary energy, and building regulations and associated metrics.

SAP version 10.2 , dated 11/04/2023. Published on behalf of BEIS by BRE. SAP was first published by the then DOE and BRE in 1993 and in amended form in 1994. Conventions to be used with it were published in 1996 and amended in 1997. Revised versions were published in 1998, 2001, 2005, 2009, and 2012. SAP 10.2 in conjunction with BRE 443 (2019) is to be used in England from June 2022 and Wales from November 2022. Other administrations will adopt it as part of regulatory updates.

The Department for Business, Energy and Industrial Strategy resulted from a merger between the Department for Business, Innovation and Skills (BIS) and Department of Energy and Climate Change (DECC) in July 2016. It has now been replaced by Department for Energy Security and Net Zero (DESNZ), Department for Science, Innovation and Technology (DSIT), and Department for Business and Trade (DBT).
