First published in 1992, the 'Specification for the reinstatement of openings in highways: a code of practice' (HAUC, 1992) came into operation in England, Wales and Scotland on 1 January 1993. Subsequent 2nd editions were published by the devolved administrations between 2002-2006. England - 'Specification for the reinstatement of openings in highways: a code of practice. 2nd edition (including revision dated August 2002)' (DFT, 2002); Scotland - 'New roads and street works act 1991: Specification for the reinstatement of openings in roads (October 2003 revision)' (Scottish Executive, 2003); and Wales - 'Specification for the reinstatement of openings in highways. 2nd edition' (NAW, 2006). In England and Scotland, 3rd editions have now been published which supersede the 2nd editions. England - 'New roads and street works act 1991: Specification for the reinstatement of openings in highways: code of practice. 3rd edition (England) 2010' (DFT, 2010) and Scotland - 'New roads and street works act 1991: specification for the reinstatement of openings in roads. Third edition (Scotland)' (Scottish Government, 2012). In Wales, the 2nd edition remains current.
