Abstract
Consolidates advice on trees and forestry, stating that local authorities have powers to plant and protect trees and a duty to make provision for them when granting planning permission. Also describes the purpose and scope of tree preservation orders and the procedures for implementing them. Further sections give advice on trees in conservation areas and the relationship between trees and development.

Sections VI, VII, VIII, IX and X of this Circular are cancelled in so far as they relate to England and replaced by Tree preservation orders: a guide to the law and good practice (ODPM/DCLG, 2000).
