Abstract
The main purposes of this circular are: to publish the Homes Insulation Scheme 1982; to issue the Homes Insulation Directions 1982; to draw authorities attention to the Home Insulation Grants Order 1982; and to inform local authorities of an increase in administration fees payable under section 2 (2) of the Home Insulation Act 1978.
