Abstract
Seeks to answer three questions; How far is it possible to decentralise local housing department functions to an estate level and what are the barriers to that process; What impact does such a strategy have on the quality of the housing service provided, on the quality of the physical environment, on tenant satisfaction and the attractiveness of the estate to prospective tenants; What are the links between a changed housing environment, if it is achieved, a more active staff presence, tenant involvement and the extent of informal social controls and the level of crime.
