Abstract
Waste management planning is no longer an option. It is an essential part of waste regulation and provides the framework for decision-making in waste management that optimises both environmental protection and costs. This guidance should serve as guidance to waste regulation authorities and also provide an initial framework of best practice within which the Environment Agency can operate.
