Abstract
Describes arrangements for planning in the context of changes in local government arrangements, which include structural change when a district becomes a unitary authority by acquiring the functions of a county council or when a county council becomes a unitary authority by acquiring the functions of a district council. The allocation of development plan making functions under the new arrangements is also outlined.

Cancelled because Current legislation now sets out the principles by which new unitary authorities take on planning functions from previous districts and counties, so there is no need for a circular to do this.
