Abstract
Explains how one party to an appeal may possibly have to pay another party's costs. Relevant for people appealing to the Secretary of State for the Environment or the Secretary of State for Wales, against a planning decision taken by the local planning authority, and if a public local inquiry or hearing is to be held to consider the appeal.
